Ok might give it a go. I won't have time to get a photocopy - I assume I might be able to just take the real thing but not leave it with them obviously? And what should I say? Yes, if you are near to your emigration date and you know already your address for service overseas.
Send them/their DPO a correction notice to change your address for service to your US address. Provide proof of address if you have it now or alternatively when you get there. (Scanned image of utility bill, flat rental contract, green card etcetera)I married my cousin. I had to...I don't have a sister.

At the same time email them and request confirmation they have
your new address. These are scammers and you do want a CCJ issued at the address of car registration.
They can only issue proceedings in a county court in England and Wales .......... a English or Welsh address.
Some of these parking companies and the dodgy legals they use are as thick as two pins so you might get debt collector letters in the USA.

When you complain, take the PCN with you but make sure you do not leave without it, even if they say they will cancel it.
Say that you had no idea that services restricted rest breaks, that you were on a long drive, were tired and stopped to rest, which is what the Government Advice ''tiredness kills'' is all about. And that you are horrified Welcome Break allow ParkingEye to sue people when the signs are so high no-one can see them, and are not expecting to enter into a contract, then be sued for breaching it, all for resting at Services.
Also if you got petrol, then that part of the visit wasn't parking in the car park at all...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

UPDATE: Popped back into the service station on my way home today; had a nice chat with a store manager 'James' (site manager wasn't around) who seemed to be on my side; he took the PCN numbers from my 'charge' and my contact details and said he'd forward them to the Welcome Break customer service team and see if they could get it overturned. Not a guaranteed 'yes' but far from the "sorry, nowt to do with us guv, external company policy etc..." that I was fully expecting to get....
So I guess we'll see what happens. If I haven't heard anything a few days before the 'due' date maybe I'll call the service station and see if 'James' heard anything back ��0
