Can I refuse to pay DHL customs charge / refuse delivery?

I don't think that anyone has disputed the fact that you can refuse to accept the delivery. What most people have disagreed with is your assertion following the second part of your original question:Can I refuse to accept the delivery or indeed refuse to pay the charge and what will happen to it? Surely if I don't receive the item the vendor will be obliged to refund me?
Whether or not they are obliged to refund you, whether in full or partially, depends on the terms of the contract, Chinese consumer rights and your ability to get those rights (if any exist) enforced.0 -

This is a discussion forum, and it's not just 'end of' because you say it is.
You didn't just ask if you can refuse to accept a delivery - the answer to that question is obvious without asking. DHL can't ram raid your front door and force you to take the phone.
You will be chased for the fees and you'll likely not receive a full refund from the vendor.
It's £20 more than expected, honestly it's easier just to pay it and move on.0 -

It would be good to know, even if you did have to pay shipping costs please as I use Gearbest although I haven't had this problem yet!0 -

But it’s not a problem, it’s just paying the taxes you owe on a product you’ve imported.
If this is likely to be an issue, buy from the UK.0 -

Who can deduct from any refund the outbound and return shipping costs.
Express return shipping is generally much more expensive than the outbound.
Terms and Conditions of seller dependent of course.0
