Water coming from air-bricks

I have recently purchased a new house and it has a suspended beam and block ground floor
The bricks at DPC level are very wet and are dry above it, and there is no sign of water or dampness above the DPC.
Water is definitely coming out the air bricks. This does not seem correct to me, and I don't know where the water is coming from or what the consequences of this may be.
I have looked at other new builds on the same site and it seems that this phenomenon is only happening to my house.
Can anybody please help?

It's nrmal for bricks below DPC to show signs of being damp. The point is that the DPC keeps things dry above it.
I'm not sure what you mean about the air bricks. Air bricks are there to ventilate the subfloor and they should be raised above the ground away from any ground water. What is the problem, exactly?Everything that is supposed to be in heaven is already here on earth.

Thanks Doozergirl,
I understand the need for air bricks and also the need for a DPC
The air bricks are raised above the ground level and are directly below the DPC
Up to the DPC all of the house brick work is damp and the plastic air bricks have water oozing from them. Why would water ooze from the air bricks and where would this water be coming from?0 -
ground water, underground spring could be anything like this.0

Could even be a leaking pipe ??
Boiler condensate pipe incorrectly fitted ??
Could be lots of things0 -
Have you just bought this house from the developer? Or is this a secondhand new build?0

It might be useful to test the water, to see if it is spring or mains. I did a quick search and came up with this. There are probably many others:
