My wife drove through a Railway Station, not dropping anybody off, she used it as a short cut on the 08/12/2018 and was captured on camera run by APCOA, the PCN was issued on the 10th of January 2018 33 days later. There is also a 20 minute free parking pick up zone. We have been using this as a short cut for years. Since the 8/12/18 we have been through there at least 10 times. How long by law how they got to issue a PCN.

They can take as long as they like.

They have up to six years to issue a court claim.

They have up to six months after the alleged incident to request keeper details from the DVLA.

Other time limits, which I suspect you might be interested in, are for being able to hold the keeper liable.
Detailed information on this is in post #1 of the NEWBIES FAQ sticky thread.

    What is the alleged transgression?

For the alleged contravention of use of Private car park without a valid payment/payment. She drove through did not stop so in theory did not park.

Yes, but none of it matters as APCOA are a complete pushover to beat at POPLA stage. Simply use the NEWBIES thread template as registered keeper (NOT from the driver or implying who that was, and NOT trying to tell the story of what happened!) then copy any APCOA railway POPLA appeal.

You've chosen one of the easiest to win, with no questions needed.

Come back and report the POPLA win to prove us right, please! :)
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • I have just had my parking fine cancelled on appeal, the local online newspaper found out that one of the cameras was out of action on the 6th 7th & 8th of December 2018,my wife drove through on the 7th December 2018 and I drove through on the 8th December 2018. This gave the impression we had parked from 15-24 7th December 2018 to 09-09 8th December 2018 and had not paid for parking. Thank all for your advice
