If you are at POPLA regarding an NCP railway car park, where the POFA means a registered keeper appellant cannot be held liable, search the forum for:

    NCP POPLA railway POFA

NCP do not use byelaws. This is a contractual parking charge like any other, but the good thing is the land is not relevant land also they can't hold you liable as long as you never said who was driving.

You'll find this done dozens of times before on NCP POPLA threads when you search.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:

Have you typed it properly? Has it expired maybe?

    Yes.

Wait patiently and if you ever receive either a Letter of Claim or official court correspondence and still need help after reading post #2 of the NEWBIES thread, then post again on this thread.

Meanwhile, deal with all debt collectors letters as advised in post #4 of the NEWBIES thread.
