    Date of notice can't be 24th December if that was the date of event. They can't have got the data from the DVLA the same day and posted the PCN the same day.

    If the PCN is dated the same day as the parking event, I don't believe NCP!

    If so, email the DVLA and ask for the dates between 1st December 2018 and 1st Feb 2019 when any private parking firm obtained your data.

    @OP - you will need to provide the registered keeper's full name and address, the address on the V5C logbook and the Vehicle Registration Mark of the vehicle involved in the parking incident.

    Even though you email your request, the DVLA will respond via Royal Mail.

    So you are a couple of days late to appeal, as that was deemed delivered on 3rd January and you had 28 days to appeal.

    Are you only temporarily here in the UK for a few months/only in term time?

    Can you honestly state that your permanent domicile is abroad and give that address?

    Post (1st class with FREE post of posting from the PO Counter - NOT SIGNED FOR!) an appeal on Monday, dated a week ago.

    Use the template appeal from the NEWBIES thread. No writing about mitigation. That might still get you a POPLA code if you are quick.

    And if this was a retail park, URGENTLY complain to the retailers and see if a Manager will cancel it for a paying shopper, take it in and ask in person, even if you were only browsing that day.

    So I have recieved a letter back to say that I still need to pay the fine. It was printed badly on a piece of paper with the first letter on the left side cut off. Do I just appeal through popla now?

    If it was a railway station, the car park is covered by bye-laws and the idea is to play mail Ping-Pong for 6 months until it times out.

    Do a search on bye-laws by using Search this Forum and Advanced Search, with bye-laws as your search term and change the radio button from Threads to Posts.

    I have looked up bye-laws but still confused as what to do. I have a popla code and haven't mentioned who was driving. Their rejection letter just states that the notice was correctly issued as payment was not made for you parking session"
