Double dipping - Really?

I have read the threads regarding double dipping, but I think my case is slightly different and am seeking advice.
In a car park with 2 hours maximum free stay, I left briefly and returned within 20 minutes... and, yes there is a stipulation in the small print on the sign, that one cannot return within 90 minutes......(Clearly I wasn't aware of this beforehand).
This stipulation is obviously intended to prevent people who are approaching the maximum of their free stay from driving around the block, coming back and claiming another 2 free hours.
In my case the TOTAL elapsed time including my first visit, my brief trip away and my return visit totalled less than the 2 hours free parking that is allowed for a single visit.
I have received through the post a PCN for leaving and returning within 90 minutes.
Is it reasonable for them to apply this strict interpretation of the rules? Should I just cough up the £60 for the PCN.

Have you read the answer to this question in post #1 of the NEWBIES FAQ sticky thread?...Bracknell_Retired_BB wrote: »I have read the threads regarding double dipping, but I think my case is slightly different and am seeking advice.Q - ''I have read the NEWBIES thread but cannot find anything specific to my case...my case is different''.
No, but what has reasonableness got to do with it?Bracknell_Retired_BB wrote: »Is it reasonable for them to apply this strict interpretation of the rules?

What you should do is sent the already written for you blue text template appeal that you'll find in the NEWBIES thread.
Send it unchanged - no additions or alterations necessary.
Send it as the keeper.

A hard row to hoe for the PPC. Which one please?
Have you complained to the retailer/landowner?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Don't forget, they don't know it was the same driver both times. No telling them!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Don't name the driver. A different driver could have visited using the same vehicle a second time.0
