Double dipping - Really?

I have read the threads regarding double dipping, but I think my case is slightly different and am seeking advice.
In a car park with 2 hours maximum free stay, I left briefly and returned within 20 minutes... and, yes there is a stipulation in the small print on the sign, that one cannot return within 90 minutes......(Clearly I wasn't aware of this beforehand).
This stipulation is obviously intended to prevent people who are approaching the maximum of their free stay from driving around the block, coming back and claiming another 2 free hours.
In my case the TOTAL elapsed time including my first visit, my brief trip away and my return visit totalled less than the 2 hours free parking that is allowed for a single visit.
I have received through the post a PCN for leaving and returning within 90 minutes.
Is it reasonable for them to apply this strict interpretation of the rules? Should I just cough up the £60 for the PCN.

    No.

    What you should do is sent the already written for you blue text template appeal that you'll find in the NEWBIES thread.

    Send it unchanged - no additions or alterations necessary.

    Send it as the keeper.

    At the same time you need to be complaining to the landholder.

    Have you complained to the retailer/landowner?

    Don't name the driver. A different driver could have visited using the same vehicle a second time.
