It doesn't sound normal at all because as the article states:

A complainant can still elect to then take the matter to small claims (assuming they have not accepted the ombudsman's proposed resolution), but anyone doing this should do so in the full expectation that the court will become aware (even if the complainant doesn't disclose this upfront to the court) that the matter had already been through the ombudsman service, and what the ombudsman's decision was.What happens if my complaint isn't resolved after being escalated to an ombudsman?Unfortunately, if it has been deemed your complaint isn't fair, you may have little choice other than to accept the situation.0 -

I think it's capitalising every word in sentence, normally abbreviated to only the second word of the valediction. Presumably otherwise it would look quite strange.
Another is not signing the letter, which again can arise for all sorts of reasons.No, it's just an indication of someone Who's Instinct Is To Capitalise Every Word.
And that then becomes the default valediction in a letter template.
