Don't knock it,I get rid of his nibs at least 2 nights a month and I get to take the mickey out of him about it to boot!

No, it's just an indication of someone Who's Instinct Is To Capitalise Every Word.

And that then becomes the default valediction in a letter template.

But according to the OP:At every stage, via Resolver, the response was the same and from the same named person. At the end First Utility sent me a Masonic unsigned letter, from apparently the same named person.
Never used Resolver so no idea if this is normal.0
