Indigo ITAL appeal

I'm a newbie but have spent quite a bit of time reading up and still not sure what I should do next.
I am the keeper of a vehicle that received a PCN from Indigo on 07/11.
Following advice on various threads I waited until a letter was received by the owner. I took this to be the notice to keeper.
This was appealed online using the template in the newbie forum.
This was rejected by an email from zzps on 18/12
In here there is a note that this can be appealed to ITAL including an ITAL Verification Code.
I read the thread linked from here entitled "Mainly for Regulars - a new twist on the Indigo appeals procedures" - sorry as a Newbie I can't post the link directly) .
The current case is similar to the one described here, except the current case received the PCN on the windscreen, and the date of the appeal completing on the parking cowboys POPLA code checker (sorry not allowed to post the link) is 5 days after the pepipoo case.
I intend to follow fairly closely the appeal wording on this Peepipo forum (barring the 15 day time out which I understand does not apply to PCNs in the windscreen).
I've checked the POPLA appeals site for wording but Indigo appeals seem to stop in 2017 - and I do understand that Indigo are now suppose to provide POPLA codes. I guess there have not been any yet?
The chap in the peepipo case has stated that the ITAL code does not work on the POPLA website and that is where the thread ends, but I assume he will end up only appealing to ITAL. I will follow this other case closely and hopefully since I have a couple of days extra I will know the outcome in time, but.......
That may not be the case so wanted to check with the old hands on here if they agree with this approach? The current deadline is Jan 15th the Peepipo case in Jan 10th.
I notice the advice on MSE tends to be one appeal at a time, wherease over on the peepipo case there seem to be several appeals in one?
I can post the wording from the other forum if people like (it's quite long)

Indigo is a bit different. Personally I would appeal to both ITAL and POPLA at the same time. It may well result in complete chaos. Especially if one organisation upholds the appeal and the other doesn't.0

When the time comes I will try, but at the end of the Pepipoo thread he says the code did not actually work on POPLA. I don't want to try it now on POPLA in case that triggers the appeal itself. I will monitor the other case and see what happens and post on here for others in the future, since this ITAL business seems pretty new.0

On the thread on Pepipoo he tried but the code didn't work. This is right at the end of that thread
- if you search on google with "Pepipoo station ticket not working" it will find it straight away, but that case seems more of a slam dunk to the current case so I will let people know on here how this new appeal process works as I go through it.0 -
as far as I can see , this ital is not authorised by government / dvla in relation to private parking .
I would treat it as a second stage appeal (much like wing parking/counsils)
the rules are that a company that is a member of the BPA MUST issue a POPLa code , failure to do this will result in sanctions
but , is the ital code same as POPLa ? how many people are they conning?
perhaps a nice email to the DVLA asking when ital received accreditation to handle POPLa cases0 -
The outcome is essentially immaterial. Appeals are just a tactic to stretch things out to beyond 6 months.
I'm sure you are aware that after 6 months the whole thing dies anyway.0 -
very clever wording ny the BPA
"Due to the lack of progress on government guidance the British Parking Association (BPA) took the decision to remove the requirement for parking operators to signpost motorists to POPLA for penalty charges issued under byelaws from 18 September 2017. The BPA has now instructed its operators to signpost motorists to independent appeal for all penalties issued on Byelaws land after 1 November 2018.

The PePiPoo thread is right up to date. Seems that the Parking cowboys checker suggests the code works for both POPLA and ITAL, but in reality, POPLA rejects the code.
So it looks like it's ITAL to test out their independence, meantime I'd be writing to POPLA to ask, given their latest statement of opening indigo cases to POPLA, why the code provided by Indigo doesn't open the way to making your appeal with them.
Copy to the BPA and the DVLA and ask them to investigate and provide clarification.

due to indigo changing ownership and them being somewhat &&&& off with DFT , I would not be surprised if there was a move to the IPC iminent.
the IPC would allow appeals (probably at a better rate) then simply decline them0
