Speeding - NIP issue time

I have today received a NIP speeding fine through the post. I have read in a few places that by law this has to be issued within 14 days. The actual offence date was 29 October this year and the date on the NIP letter is 20/12/18, which 8 received by post this morning, so 7 weeks later?

Do not have a clue why it has taken this long but where do I stand with this as I have read a lot is mixed rules on if this actually stands?

It does clearly state that this should have been issued by law with 14 days of the offence. How do I even go about checking this and who would I contact to dispute the amount of time taken to issue this to me?

    You need to go to PePiPoo.

    Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the police (both sides, if appropriate) as they need to see all the small print.

    The NIP has to be served on the Registered Keeper within 14 days. If you are the RK, then the NIP is out of time for them to prosecute for speeding, but you are still obliged to provide the driver's details, otherwise Failure to Furnish is a more serious offence.

    If you are not the RK, eg it is a leased or company car, it still has to be served on the RK within 14 days, but if the RK then nominates someone else as the driver, they have a 'reasonable time' (undefined) to serve second and subsequent NIPs.

    I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.

    Is the vehicle registered to you (address on your V5c AKA Log Book) at your home address and was it at the time of the alleged offence?

    That's why I'm asking for the DocRef. If you are the registered keeper and have the V5c in your possession you could answer that question easily.

    The fact you don't understand tells me you can't so probably aren't the registered keeper.

    In which case the 14 day rule probably doesn't apply to you. Fill out the form as directed and return it promptly.

    Yes, I am the registered keeper! And I have the log book in my name!

    What is the doc ref on the V5 as you have been asked, it is an 11 figure number followed by a date, the date is the important thing as that is when the keepers details were actually changed. Is that date later then the offence?
