    I have complained to HA and also my MP and recently I received an email from HA stated that:

    I was concerned to hear that you are unhappy with the service you have received and would like to apologise for any inconvenience caused. I appreciate that this must have been a frustrating time for you.

    In your complaint you explained you are unhappy with the parking tickets that are being issued within the car park at xxxxxx xxxxx, you advised that Park Direct were being unreasonable with your appeal decision.

    I am sorry to hear of the difficulties you have been facing with them but any ticketing issues or disputes with the car park are dealt with by Park Direct and we are unable to change any decisions they make.

    Having said that, following my investigation into the matter, I can see that your parking permit is clearly visible with all valid information with only your flat number not been visible. To avoid going through any further unnecessary disputes, we will re-imburse you the £100.00 charged to pay the fine as we discussed during our telephone conversation.

    First of all thanks very much for all your support in regards to my parking ticket.

    In my opinion, even though those £100.00 aren’t mine but still it hurts to call or make the online payments to park direct for the unfairly parking ticket, what do you advice, should I pay or should I hold the cheque and wait until the court date is set?

    If a PPC gets wind of an organisation supinely paying the penalty on behalf of someone else, that is likely to encourage them to issue more .... and the HA has set a precedent, so what's to stop other residents, similarly in trouble, to pray in aid your case and demand that the HA treats them no differently.

    The case of Civil Enfocement Limited and the Co-op, from around 3 yeas ago, is a salutary reminder.

    I wonder what The Deep's advice is on this. He has more experience of this kind of scenario than most on here.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    They are total idiots and asking for trouble.

    As Umkomaas says, this is what the Co-op did and regretted it. the PPC then started using the Co-op as an easy cash stream with every PCN being paid, like complete numpties.

    I'd reply and say you intend to fight it in court and if you lose, you will take the HA up on their offer. The reason you don't want to pay the scumbags now is because it's clearly a scam PCN, and because you'd rather see them in court.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
