Thanks very much for your time and useful informations, my lease says:
If we provide parking bays you can use one of these for a private car or motor bike as long as it can be used on the road legally. If you or anyone you live with want to park any other kind of vehicle, or an additional car or bike, you must get our permission in writing first. We can withdraw our permission at any time as long as we give you seven days notice.
We will take no responsibility for any vehicles parked on Trust property in any circumstances. You or your visitors park there at your own risk.

Is this a Housing Association and/or a registered charity? If so complain to the Charity Commissioners. Charities should not be consorting with this scum.You never know how far you can go until you go too far.0

Tell the HA that this ticket may well attempt to interfere with your rights under Landlord and Tenants, possibly a criminal offence. If so, they could be taken to court, along with the PPC as they are jointly responsible for their agent's actions.

Your post regarding the wording of your lease makes no mention that you are required to use a permit scheme, nor does it say a third party can issue charges for not displaying said permit, nor does it say a third party can take you to court.
It all comes down to primacy of contract, the contract being your lease/AST.
Your HA should know they cannot bring in another company to interfere or change the rights you already have to park a motor vehicle.I married my cousin. I had to...I don't have a sister.
