I would send Britannia an email asking whether they are alleging a 'minor keying error' (given the fact that their own POPLA evidene showed the payment made against an almost full VRN entry) and if so, why have they not cancelled the PCN at source given the BPA instruction regarding minor keypad errors, as published in the POPLA Annual Report 2018.

And as for the machine repair records and why the missing key wasn't working.
(i.e. you are alleging the missed digits were the fault of a sticky key, not any omission by the driver).

I don't even think it's been miskeyed, there are several license plates on there and they are all redacted for the last few digits, but given this is a custom plate it's unmistakably this car.

So what's the alleged contravention again?

Failure to make a valid payment.

Their own signage says £1 for an hour and they were parked for 20 minutes. According to their machine data a ticket was paid for at 15:39 and the car park was entered at 15:34. Left at 15:51.

I still don't understand why a PCN was issued?

Me either. They're saying that a ticket was not paid for, but their machine data says otherwise. It was issued automatically by a ANPR machine, no ticket was affixed to the car.

They say the car entered at 15:34, a ticket was paid for at 15:39, and the ANPR says it left at 15:51 on the same day, so within an hour which is what £1 covers. For whatever reason, POPLA just thinks that my appeal was wrong. I've complained to POPLA as well.

I sent an e-mail about a miskeying error to Britannia Parking as mentioned as well, and they've just replied saying they are legally bound to ignore me and just enforce what POPLA has decided. It's such an absolute con.

    ...... and an absolute lie!

Might be worth writing to your MP the above details and quote the current Bill before Parliament.
In the meantime it's a matter of waiting to see what Brittania do next.

That 'current Bill before Parliament' is now an Act - Parking (Code of Practice) Act 2019.

It received the Royal Assent on 15th March 2019.

Just thinking at a tangent here.
Do any of the other car VRN's contain the missing digit(s) from your VRN?
If so, then it's unlikely to be a faulty key, and likely to be a data protection issue, rightly or wrongly (IMHO).
A follow up to the machine operator asking for an explanation as to why there are missing digits on the listed VRN's would then be in order.
However, if NONE of the other car VRN's contain the missing digit(s) from your VRN, then the evidence points to a faulty key.
For all of the VRN's to have the last few digits omitted though would suggest to me that it's some sort of misguided privacy issue that the company have as a policy.
The knux of your issue appears to be that no-one can see your FULL VRN as entered, and therefore paid, the appropriate fee. Even though it's a personal plate and unlikely to be any one else with a close match etc.
Your dealing with scammers that pounce of the slightest error of non proof remember.
