Spoke to a few neighbours. They have minor snags which won't heavily affect their day to day life like what I experienced.
The panel to control radiators should be working fine which I can "set" the temperature and "turn on" the heating.
Probably, I will need to get a portable heater for now.
Still not sure what I can do to urge the developer resolve this issue sooner.0 -

Maybe answer this and we could help a bit more than just guessing?OK, let's do some basic trouble-shooting...
Is the heating actually on? And the room thermostat up?
Is there pressure in the heating circuit? (Is there a pressure gauge on the boiler?)
Is the pump pumping? Can you hear/feel it? Are the pipes to it warm?
Have you turned the rad valves up?
Are the pipes to the rads warm?
Is the bottom of the rads warm?

So you ask for help, someone provides a check list of things to start and perhaps rule out some possible causes and 20 odd posts later you still won't confirm if you have done any of it. Your decision, of course, but perhaps makes some less willing to help.0

Please share who this cowboy company is who built the flat so we can all avoid them.
In the last twenty years i've bought 3 new build properties, all from different regional builders and all have had a 10 year NHBC or similar warranty, with 2 year builders warranty. Each company has a laid down customer care policy and documented route/system to deal with probelms in that 2 years. We have never encountered treatment like you describe.

As I said I reported the radiator issue on the completion date a month ago and the staff also confirmed the next day that the radiators were really out of order and needed to be fixed which they would put it as an emergency case.
If this is something easy like simply switching the pressure bar, I don't see the reason why they would say to put this case as emergency and will get a technician to fix it.
I think the point here is not whether I can do it myself but why the builder can't keep the promise while this case is critical in winter.0 -
Because as a home-owner it is often easier for you to do basic checks than call in the builders even if it is technically ' their problem '.0
