Except it was clearly a joke and nobody is suggesting this as an actual course of action.
So, maybe you could "wind your neck in" as the saying goes.
I'd like to believe you but there are people on these forums who are quite happy to suggest and take such actions

This is a serious issue - dog poo can be infected with Toxocara Canis, which can cause blindness in humans.
There is urgent need for some regulation of dog ownership.
A dog Charity fundraising leaflet reports that they take in 300 unwanted, neglected or abused and abandoned dogs every week.
In my local area there have been two terrible tragedies in the last fortnight involving the death of a baby, and four puppies found in a cage in a shed with insufficient food and water. Two were just about alive, sleeping on the bodies of their dead siblings. They have been saved.

Bring back the dog licence. £200 should cover the cost of registration of the dog and the owner and perhaps a doggie DNA test so that the poo culprits could be traced.
If you can't afford £200, get a goldfish instead.

What makes you think being able to afford a one off £200 charge means you're automatically a decent person? Some of the people letting their dogs foul will have paid a lot more than that to buy a trendy breed or a 'status dog' as a puppy and the kind of people who are responsible owners who get them from the dogs home/RSPCA etc. might not be that well off.
