Make sure the phone is unlocked after you connect it to the computer. Then you should be able to browse the folders on it via the Windows file browser (provided you have checked that the phone has been put in file transfer mode if it asks what to do when it has been connected to the computer - check the notifications.)

If the phone is locked you can't access them via a computer.

Yes you can - as long as you have enabled MTP (file transfer) first before then locking the screen. ;)

Not on my Android phone unless you have already accessed the phones file system before it locks.

Huawei P9 Lite with Android 7:

Plug phone into USB port on computer
Unlock screen, swipe down, select the USB notification
    Select the MTP option
    Lock screen

If I do that then my PC can access files on my phone just fine. If that's what you meant then we're saying the same thing - if not then your phone responds differently to mine. :)

    Huawei what? P10? P20?

What version of Android? 7 (Nougat)? 8 (Oreo)?

I plug mine in and I get the ding sound (that alerts for power connected) and see a notification for "Charging via USB, Touch for more options". Touching that takes me to the selection screen for Charge Only, MTP or PTP.

As others have said there really is no need to go plugging your phone into your PC. Simply login to your Google account on the PC, go to Google Photos and all your pics will be available to download.

Just one caveat about Google Photos ... check whether the Photos app on your phone is set to sync photos at native resolution (Original) or "scaled" (High Resolution) - if it is "scaled" then the photo on Google's server won't be quite as good quality as that on the phone.

I avoid using google because of all the bad practice they are known for.

An alternative is mega.nz they give you 50gb of free storage, the app will upload your photos and you can download those you want to your PC, this leaves you an archive online, you can delete or sort into folders on mega.

There are other cloud services but I am not sure if any offer 50gb for free

All well and good but the OP has an Android phone so pretty hard to do in his case.
