7k for damp work is a LOT of damp work.... Are they replacing the bricks with gold? Have had substantial damp work done for a fraction of that price - by a reputable company and that was not even discounted.
Of course area prices may vary - but surely not by that much unless you have an absolutely massive flat.

I might meet half way, which is what I've done in the past. My buyers (who made an offer I did find slightly astonishing) tried to drop their offer by about 8% at a late stage for no especially good reason. The agent alleged they'd heard the market was falling in that area (it wasn't, this was 4 years ago) but I just wanted to get on with it at that point and I met them at about 4% off, figuring that was fine given that was still more than I originally expected. I still feel satisfied it was totally the right thing to do. I also wasn't moving myself at the time, though, which helped (I'd let the house for the previous 4 years after living there myself) - how much do you need that money in order to move is the other question, of course.
No the market's not great now, but neither will they find many alternatives necessarily, so I'd offer 3,500 off and maybe be set a limit you are prepared to drop to (maybe 5k?) so you can and they can at least feel you've hit a reasonable compromise, unless there is a hard limit you need in order to move.0 -

Yes. The cost of any repairs should be shared between all of the leaseholders.
Just as you would be expected to pay your share if the roof needed fixing.
Depends on the lease. In my lease (maisonette with two in the building), the top one takes care of and pays for repairs to the top half of the building, while the bottom one does so for repairs to the bottom half. That's the way it has always worked – so new roof was paid for by upstairs, damp-proof course by downstairs.
