Has this insulation gone bad? Can I top it up?

Removing the old insulation could be very messy and other than for aesthetic reasons, I can't think why you'd bother. Additional insulation (on top) will give better insulation.

If you decide to remove it, wear mask, goggles, etc. Also, be sure there is no asbestos in the attic.

Hi dunroving, I do'nt mind how it looks as I will board over it eventually , I was concerned that the amount of dust that has built up my need cleaning out before adding more on top.
