    I agree with Cardew

My sister lived in a similar house and the same problems of being cold at about 17/18C
They had gas boiler central heating with radiators and hot water storage cylinder.
I explained that each room radiator heat output was too small, let's say 2kW
I replaced the radiators with double radiators of 4kW output or more, where possible with space restrictions.
The result was the rooms achieved 22C and within an hour in the morning
Also, it meant the gas boiler temperature was turned down from 85C to 65C - saving on gas.
The pump needs checking it is working ok, and if it has a speed regulator, usually 1-2-3, try 2. If it's too fast, you will hear the noise of the faster water in the pipes and radiators.
If you need more explanation, please ask

You seem to think your expensive heater is exceptionally good/magic and be ignoring everyone's comments. It won't be producing any more or any less heat than any other bog standard 2/3KW electric heater.

2 Kw is 2 Kw, no matter the source.

And as pointed out, electricity is 3 or 4 times the cost of gas per equivalent amount of heat, so you should minimise the use of electric heaters as much as possible (to 0 if you can).

So instead of trying to persuade everyone/yourself that your heater can change the laws of physic/is magic, you should be focusing on understanding/optimising/improving your gas central heating system.

So just to be clear, with a proper central heating system, there should be zero need for electric heaters. And any electric heaters you do use, WILL be costing you a lot more money to run for the heat provided.
