Why do you think that a variable speed CAMERA would not produce photographic evidence?
In which case the most likely explanation is that it was a car with a similar numberplate to his own, and the anpr system and/or bored office worker that reads the numberplates on the photos has made a mistake and come up with his. It's not particularly uncommon. A phone call to the ticket office should sort it out; if he prefers a belt and braces approach he should also reply with a letter saying that his car was not at the location specified at the time alleged, and that he can provide evidence of this from his logs if need be.Grandfatman wrote: »The registration on the letter was correct.
A cloned plate is not impossible but it is unlikely - cloned plates aren't particularly common, and it would be a particularly stupid criminal who used the numberplate of a distinctive vehicle like a liveried taxi which presumably looked nothing like his own car.
A third possibility is that it was your mates car, but that there is an error in the time and/or date on the NIP. In which case he should reply saying that his car was not at the location at the time specified. They may or may not reissue a corrected NIP; if they do the initial error is not necessarily a barrier to prosecution unless your mate can show that he was significantly disadvantaged by it.0 -
The slip rule allows for trivial typographical errors to be corrected, but these have to be errors that don't mislead the accused. An error of a few minutes, a digit wrong on the numberplate, or a mis-spelling of their name would be such, but an error of several days or a week, would not.
Certainly, someone might benefit from waiting until day 14.

Turns out it was a misread number plate and my friend has recieved a letter of apology that is being framed and hung in the office!0
