If 7th Nov is the date on your first appeal rejection letter, the one with the PoPLA code on it, then yes.
But don't slow down.

UKPC signs are generally crap and do not comply with the BPA CoP.
Get your own pics of the site and signage and compare them with the ones provided by the scammers. Use the ones that are the worst. In other words, the ones that best support your case.
Their signs generally have the charge in small font which cannot be read from more than a few paces away. Make sure the signs they provide on the PCN/NTK positively show their lack of legibility. Alternatively use your own if they are "worse."I married my cousin. I had to...I don't have a sister.
