    No you can't. A small claim has to be for a quantifiable amount. You can't put a value on hurt feelings.

    Not only that there is what is called the De Minimis rule. A court does not concern itself with trifling matters. If the costs associated with a claim outweighs the value of a claim then the court can reject the application of its own volition. £15 would fit into that bracket.
