Tesco Credit card replaced - why?

Tesco fraud department notified me of three fraudulent transactions and had cancelled my card. They initiated the issued a new card with a new number which arrived through the post.about a week later.
As soon as I received the new card I checked my on-line account. There was already another fraudulent transaction.that had been recorded against the new card number. If there was a transaction in progress against my previous number than there should have been no valid card to make the payment from.
The fraud department, when I called them, then cancelled the new card and issued a third one. They were unable or unwilling to explain how the transaction had been completed.
