Excel Parking NTK - Grounds for Appeal?

Hello All.
My dad is 85 and has a disabled badge. He parked in Iceland in Maldon in a disabled bay and got a ticket on the 20/11(because he should have bought a ticket to pay and display and didn't) I have read the newbies threads.
My dad had now got the NTK asking for £100 from whoever was driving. From reading the threads I need to appeal to Excel (Sheffield), there is a deadline of the 19/12 to do this.
What I am unsure about is on what grounds I can appeal ? yes he is old but is that a mitigating circumstance. I am sure years ago I appealed to popla with simply an unreasonable amount of fine being asked for (and won).
Thanks for any advice
brian

The Keeper appeals using the template from the NEWBIES that you say you have read.
If/when it is rejected, The Keeper appeals to PoPLA using all the relevant template points from post 3 of the NEWBIES.
What happened when you/The Keeper (who was an occupant of the car) complained to the store manager?
Appealing to PoPLA on the grounds used before went out the window when Mr Beavis lost in the Supreme Court three years ago.
You need to read and re-read the NEWNIES to understand the current situation, but start with the store manager (not customer services)I married my cousin. I had to...I don't have a sister.

Hello,
thanks for the reply. There is a great deal of info on this site and its hard to navigate so please bare with me. I have found the appeals bit which is the generic "I dispute your 'parking charge', as the keeper of the vehicle" I think. I will go ahead and complete the online appeal at parking charge.
No one has contacted the store manager as I thought this would be a waste of time. But I will call him tomorrow, but I anticipate him pointing me back to Excel.
Thanks

Brian, you need to be more positive.

This thread linked from the NEWBIES thread - Successful complaints about private parking tickets - how to get them cancelled! - should give you some ideas.
In particular, post #389 on that thread shows what can be done with Iceland.0 -

There is indeed a lot of info. but you will get your head around it. Appeal for sure but expect it to be declined, it is an important means to an end nonetheless. At the same time, the landowner complaint is a very promising route to go down as others have advised. Quite rightly, 85 year old disabled people often elicit some sympathy and, more importantly, understanding.0 -
The appeal isn't to be done in your name. Do the appeal for Dad in his name, but giving YOUR email address and YOUR postal address and tell him you are handling it.
At least then he won't see the aggressive letters - you will. And if he gets a claim then it will arrive to your house and you will know from the NEWBIES thread, what his defence should look like.
What would be brilliant, if you give your address for service, is if your local court is Skipton?!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks all. I will contact Iceland head office and see if they want to help. Additionally I will appeal and see if that gets kicked back.
Many thanks0 -
Just to close this off. I contacted Iceland head office (call centre) and I had a chat with a lady there. She called me back and said they had waived the ticket, so no problem at all. Worth a try if you find yourself with a parking ticket from Excel while at Iceland.0

Glad to hear it. We usually hear that Iceland wash their hands of Excel's conduct and won't help their customers.
She must be a more customer service orientated Manager than some.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
