That is good. The landlord can nip this in the bud. If there is a Residents Association he/she can raise it at the AGM and even call an EGM to get the scammers sacked.You never know how far you can go until you go too far.0

Codes of Practice, sanction points etc etc are nothing but window dressing, or lipstick on a pig.
Used to give the 'industry' a ( very) false sense of respectability when it comes to how it presents itself to the government.
Likewise, if a BPA ltd member is behaving in such a way it will, or has created negative publicity, being kicked out, and/or sanction points applied can be used to avoid damaging the core business and things will continue to go uncehcked to carry on as they currently are.
As for the OP's issues, if the lease etc is clear and the landlord has support, then it should eb full bore at the management company for not taking due care and diligence when allowing a PPC that belongs to an unregulated industry that makes up its own rules to suit itself ( ie BPA/IPC codes of practice) to roam the car parkFrom the Plain Language Commission:

I urge you to ALSO report UKPC to the DVLA. Ask if the BPA has informed the DVLA of what UKPC have just done in this case, or have the BPA swept it under the carpet as a 'misunderstanding'? This is a SIGNIFICANT BREACH of the BPA CoP in all respects.

RESULT!!! a two pronged attack by the BPA (asking for an explanation from UKPC) and from the Landlord via Clearwater investments, has done the trick BOTH TICKETS NOW CANCELLED BY UKPC.. They are not all that bad and BPA have helped.0

I think UKPC must be walking on increasingly thinner ice.
Where opportunities arise I think we should encourage complaints about them to the BPA and copy in the DVLA on everything.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

The OP still has the opportunity to tell this story to the DVLA, doubt the BPA did as they accept liars like UKPC in their club0

To clarify, when my daughter tried to appeal the second it wasn't UKPC who told her she couldn't until the first was paid, it was other residents who told her, so in that instance UKPC are innocent.
Thank you BPA for taking on our case - they are not what some of you have intimated and do guard the values of the industry.0
