Renewall of bus pass refused

I have had a disabled bus pass for 4 years and have recently gone from standard DLA to PIP with enhanced personal help, when I went to renew my bus pass they said I dont have enough points ,I dont understand I had one before and nothing has decreased in my mobility its got worse ,why should PIP stop me getting it renewed when I had one on DLA , Im terrified I will be housebound which will make my mental illness worse If I cant get out.:(

    The daily living part of PIP is irrelevant to getting your bus pass.
    What did you get for the mobility element - that's what counts.

    If you don't have that you need to provide further evidence such as if your illness means that you can't have a driving licence. You need to check the eligibility criteria for your area.
    Is the issue with your mobility due to physical health problems or mental health?
    All shall be well, and all shall be well, and all manner of things shall be well.

    Pedant alert - it's could have, not could of.

    It sounds like eligibility criteria were different when on DLA than they now are in PIP.

    Have a look online to see exactly what the criteria are now, and how you can meet them.

    Sometimes eligibility isn't automatic but can be proved with further evidence such as a GP letter.

    I really appreciate that. Your local authority obviously sees some diffence between DLA & PIP. So while your DLA award was sufficient, your PIP award isn't now.

    So the next step is to look at all their criteria, where you fit and what evidence you need to qualify under that new criteria.

    I believe the criteria for a bus pass has change in recent years. All local councils have their own criteria but where i live a PIP/DLA mobility award doesn't qualify you anymore. This is the criteria for my area,
    If you have one of the following types of disability and live in ........, you may be entitled to a Concessionary Travel Pass:
    • Blind or partially sighted.
    • Profoundly or severely deaf.
    • Without speech.
    • Have a disability which means that you cannot walk except with excessive labour, at an extremely slow pace or with excessive pain.
    • Do not have arms or have a long term loss of the use of both arms.
    • Have a learning disability.
    • Someone who has been, or would be, refused a driving licence on certain medical grounds.
    My daughter qualified under the learning disability criteria but she needed a letter from the learning disabilities team as proof. She has the companion one because she never travels alone.

  • Whilst nothing has changed in your mobility the rules have changed at least in my area. .

    Previously having DLA mobility entitled you to a buss pass irrespective of how you achieved the award. (points were made from walking ability and planning/carrying out journey)
    Now the council only looks at the 'ability to walk' part of getting around and not the planning the journey bits which excludes some previous pass holders.

    In my area - that list (above) is linked to Age related concessionary bus travel - rather than disability related !
  • It may be that if you can get a medical professional or social worker to write a letter saying you need a bus pass, you will still be able to get one even if your PIP award doesn't give you anything for mobility.

    I was lucky, my council did accept my mobility component.

    Nope the disabled pass is now called the concessionary bus pass. This is the bus pass my daughter has and she's 17 so it clearly has nothing to do with age! As has already been said, the criteria for a disabled bus pass has changed drastically over the years.

    My county council has broadly the same criteria. They do not issue companion passes.

    For eligibility under the walking category, they will accept quite a few things as proof:
    In receipt of the Higher Rate Mobility Component of Disability Living Allowance for a
    minimum of 12 months.
    • Award of Personal Independence Payment (PIP) at 8 pts or more in the moving around activity.
    • In receipt of War Pensioners Mobility Supplement for a minimum of 12 months
    • Medical evidence that your walking ability is long term and substantially impaired
    • In receipt of a Disabled Persons Parking (Blue) Badge, valid for at least 6 months.

    And if you have none of those page 2 of the form is a medical declaration which is filled in and stamped by a Medical Professional. Which can be used under any criteria if you don't have the corresponding accepted proofs.
