If that's the first letter you received it was issued out of time to hold the keeper liable. It would have been an easy win at POPLA. But too late for that now.
Other than paying the money, or getting a landowner cancellation, you cannot resolve it. So .....
...... you're in ignore mode - stay that way for 6 years unless a Letter Before Claim (LBC) or real court papers are received. That letter includes:

Do the signs say something similar?
If so, they are forbidding signs which are incapable of forming the basis of a contract. Which in turn means that there was no contract to breach.
Keep that in mind if ever you receive a court claim.0 -
