I agree.
Do NOT be told you can collect a permit from the elderly residents who will have forgotten where they put it, or given it to their son already, etc. And in 5 mins flat your car will be ticketed. Tell the MA that will NOT be acceptable.
You MUST have your own Permit or be added to the whitelist. Get that confirmed IN WRITING by email, and keep it forever.
If it were me, I would contact the Managing Agents (who are the ones who are bringing in PS24) and point out that you CAN NO LONGER SAFELY VISIT THEIR RESIDENTS, AT ALL.
Say that, and let them tell their stupid money-driven agents to put you on a whitelist immediately.
You might want to take to the time to say you are horrified at them doing this to the poor residents who will now be penalised, as will their relatives and other carers.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

PS24 (Parking Solutions 24) are still BPA Operators, so access to POPLA still open. Hassle nonetheless, but rather better than dealering with an IPC Operator.
