@Gridiron_Grump, I have a very very similar case to yours being I attended WISE Campus as a student between 2011-2013 where there was no payment for parking needed. I then went to a sports event last year where I received a PCN. In my case, the college arranged subsidised parking for the day which didn't require to 'pay and display' or to adhere to the 'contract'.

Did you ever get round to contacting the landowners and MP's etc? I'm looking at writing my defence and looking for more info! I think I'll use most of your defence as the case is so similar so thank you for that

@tank4228 I did contact the landowners, but about 12 months afterward, as prior to that I was still on the “old” thought process of ignore and they will go away. They basically tried to help but said I had left it too long and only came back with a counter that I wasn’t happy with.

From what you had described in your message above, it looks like you had your parking ‘fee’ pre arranged, so as long as you can prove this I I would hope yours is simple to resolve, and the landowner surely should be able to help you with this.
