ok will do, but i guess ParkingEye would need the relevant permissions from these guys if that is the case? I guess my question is why should parkingeye listen to any Laura Ashley requests if they don't have any contractual obligations?

ALL companies who contract with ParkingEye are issued with a User Manual and it gives ALL of them the power to cancel any PCN, and gives them an email addy and phone number to allow them to do that.

Thanks to a Google search I found that somebody has already asked about business rates for Darlington and based on the Excel schedule provided by the council the rates for the Grange Road car park are being paid by F Peter Robinson Ltd under reference 0603004:-

thanks for this guys, I've re-written to the landowner over the weekend. Also sent my SAR to ParkingEye and a letter to their enforcement department ref placing this process on hold pending the disclosure of the full SAR report.0

wow - nice consumer friendly response from the landowner to our 2nd letter. in cahoots clearly.. they have not addressed our point in the second letter about the authority being signed after the alleged infringement and asked them to confirm if this was indeed their authority given signatures potentially have been forged in the past, the county court statement relates to ParkingEye's actions not ours!!!, if i want to write to my MP i will, and have now by the way - both the member for darlington and our constituency mp.

I refer to and stand by my previous letter on the matter and add the further comments below:
Parking Eye have operated this car park for over six years and so the agreement to do this has been in place all of this time.
You asked Popla to adjudicate on the matter and they concluded that the ticket should stand.
You make references to taking County Court action, contacting the local press, writing to your MP and that Parking Eye have forged signatures. These are serious words and we will be taking these up with our solicitors.

Thank you for your reply.
I attached to my letter a copy of the witness statement which parking eye provided to me as part of their evidence at popla appeal. You had signed this on behalf of F Peter Robinson.
I am sure you are aware that a parking operator such as parking eye must have in their possession authority from the landowner in order to enforce parking terms and conditions on behalf of a landowner. The local authority searches we have seen also demonstrate that you are indeed responsible for paying business rates for this land and therefore hold the ultimate authority to direct your appointed parking enforcement company.
I guess my question is did they actually have your authority at the point of the alleged infringement, as they have been known to forge landowner signatures in the past, or was that approval requested after the point of the infringement given you signed it in August 2018.? If they did have your authority you have as per the terms of your agreement, as laid out in the user manual they provide, the ability to have any pcn cancelled.
I ask you once again to intervene of my behalf to have this pcn cancelled.0 -
