Parking Charge and PCN

Hello all, this may sound like a stupid question but please humour me.

I've paid for a parking ticket with Indigo which is done online. On the receipt and on the T&Cs it states that I'm allowed to park from 00:00hrs to 23:59hrs on the same day. Now if I parked at 7am but didn't buy my ticket until 9am and got a PCN inbetween that time, should I be charged? If yes, then shouldn't they refund me the money that I paid for the ticket, as that is their acceptance of a contract? Any advice?

Yes, it's a railway car park and I've just read through the specific part about Indigo. I'm assuming the information is still up to date and relevant there?

Yes, I edited it last night... look at the date edited under the post.

Also one of the first Q&A there says ''is this thread still up to date?'' and the answer is YES.
