Totally off topic, but why is it that when the potholes are filled with gravel they are OK for a few weeks, then reappear? Where does all that gravel go? I have visions of some huge underground monster chomping on a gravel lunch.0

When we lived on a deteriorating private road owned by an adjacent landowner, we did the following:
1. Checked who was responsible for maintenance.
2. Deeds indicated it was shared equally between the neighbours.
3. We got estimates for repairs, and wrote to each of the neighbours to ask them if we could proceed.
4. All agreed. We then wrote to the landowner, and advised that we had concerns about damage to vehicles caused by the state of the road. We enclosed the estimate for repair, and offered to pay our fair share.
5. The landowner then got their own estimate from a different contractor, and the road was fixed within a month. The landowner refused to take any payment from anyone, so we had a lovely new road at no cost to any of us!
That may not work for you, but the crux to getting things moving may be suggesting that you will hold the landowner liable for any future damage to vehicles or other users etc.

When a private track is laid the surface goes down all of a piece and it's pummeled-down with a compactor, so there should be no weak spots. If a repair is carried-out, it's still going to be a weak spot and it's hard to prevent erosion from the edges.
You see this on 'temporary' repairs in tarmac too.0 -
It's called 'plucking'.... loose stones are picked up by car tyres and scattered.
