parkingeye Appeal online asking personal information.

Hi Everyone,
I received parkingeye invoice asking for £40 if paid within 14 day and £70 after that. Now I am the keeper not a driver so I am going to Appeal on this ground. Also they use CCTV and send me some picture. Information also in that invoice.
Time in Cark Park : 1.40 min
Arrived Time: 26/10/2018 10:48.22
Departure Time: 26/10/2018 12:28:47.
They are asking money for overstay 10 min as max stay allow 1 hr 30min.
I try to appeal online but in form they asking some Personal Information like Name, Address, Town which are mandatory fields. I am not sure should I give those details or just use post my appeal via royal mail standard delivery?
Any advice will be appreciate.

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement. There will be no admissions as to who was driving and no assumptions can be drawn.
Since your PCN is a vague template, I require all photos taken, a clear image of the signage and an explanation of the allegation (e.g. if you have identified a wrong VRN input at a machine, say so, and explain why your Data Protection Officer has not simply rectified it, rather than trying to punish a driver for a matter where there is nothing to deter).
I will be making a formal complaint about your predatory conduct to your client landowner and to my MP, appraising all parties of the debate where Parliament agreed: ''we need to crack down on these rogue companies. They are an absolute disgrace to this country. Ordinary motorists...should not have to put up with this''. Firms of your ilk were unanimously condemned as operating an 'outrageous scam' (Hansard 2.2.18). The BPA & IPC were heavily criticised; hardly surprising for an industry where so-called AOS members admit to letting victims 'futilely go through the motions' of appeal and that 'we make it up most of the time' (BBC Watchdog).
Formal note:
Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service.

Well of cours eyou have to give them the keepers address
However, does the NtK comply with POFA? Yes or No?> If YES then theres absolutley no defence in being the keeper, you can still be liable.

No they don't, they use ANPR.they use CCTV
NEVER post Royal Mail to Parking Eye.
This is so simple. Of course you put in the keeper's details. To stop people asking this, I've written in capitals right underneath that template appeal in the NEWBIES thread, to put the keeper's name and address (that PE already have, obviously!).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Are you saying you wouldn't provide your name and address if you appeal by post? You have to provide such details, whatever the method of appeal. Otherwise it's just a random, anonymous message to them, which they'll (rightly) discard. Read about the game you have joined.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week, hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers. It has even been suggested that some of these companies have links with organised crime.
Watch the video of the Second Reading and committee stage in the House of Commons recently. MPs have a very low opinion of this industry.

and complain in the most robust terms to your MP. With a fair wind they will be out of business by in the not too distant future..You never know how far you can go until you go too far.0 -

Hi Everyone,
Today I received response from ParkingEye and as expected they rejected my appeal as basic of "This site is a maximum stay car park, as per the terms and conditions as detailed on the signage. Your appeal has been rejected on the basis that the maximum time allowed was exceeded."
They gave me two option one for POPLA and other OMBUDSMAN(which they are not chosen to participate in their alternative dispute resolution service). So only option is POPLA.
Anyone guide me for the next step.
