    Not quite.

I was talking about the generic POPLA appeal points linked in post #3 of the NEWBIES thread, including the ones about dodgy signs (if it was dark then that needs saying, without implying who was driving).

And the one that says the appellant has not been shown to be the individual liable.

    You've missed those two.

    And you can't copy:
To date I have not been issued a Notice to Keeper (NTK) by UKPC.
Because, yes you have been sent a PCN/NTK by post!..and it's CEL (as you say).

What you should be saying is how CEL's NTK does not comply with para 9 of the POFA which you can see for yourself (please) by comparing it to the Act. I link it in the NEWBIES thread post #1 for people to check the wording and deadlines and find out how CEL have failed.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • I am finding it hard to put in to my words or find relevant points in newbies thread :(

I am bit confused weather to just pay the charge or appeal as it says on the letter that if you lose your appeal you will lose the right to pay reduced charge :(

But you only need to read the 3rd post of the sticky.

The one with #3 top right. I hope you are not trying to view the forum on a phone (no chance)!

  • Ok i have read it and found a useful link https://forums.moneysavingexpert.com/discussion/5698328 i think this is most relevant to me but because i am appealing as keeper of the vehicle not the driver do i have to provide proof of the driver as on POPLA website when i entered my verification number it shows up all subjects for appeal one where it says I was not the driver or Keeper of the vehicle at the time of alleged improper parking underneath it also says

    Supporting evidence may include
Evidence confirming the date the car was purchased or sold
Evidence that someone else was driving the car at the time of the alleged improper parking

Do i have to provide these evidence?

A couple of quotes from post #3 of the NEWBIES:
don't feel you have to answer their questions
These then get saved as PDFs and uploaded to POPLA under OTHER (ONLY) - do not think you only have 2000 characters in some box on the POPLA wepage!

Of course you have to provide your evidence to substantiate your case.
Who else do you think will do it?

I know i have to provide evidence but my first appeal was based on grounds that i was not the driver of the vehicle and I am unable to assist you with identifying the driver on the specified date and time.

and i can remember that Coupon-Mad mention somewhere in the thread that you should provide lack of Signs and Wording without having to disclose driver details.
