Congestion charge fines failed autopay

Hi everyone, very upset and need advice please. I used autopay for 3-4 years as my son was under great ormond street and we d often have to dash in and i didnt want to forget to pay and get fined. In Jan 2016 i changed banks and updated them. Payments were ok until oct 2016 then one didnt take, They emailed me, i immediately called in and they said they had old bank details, i showed them they had been taking payments from new bank for over 6 months, so they said was computer glitch, took an over phone payment and re instated autopay. That lady was very helpful. I received normal autopay email oct and nov. Fast forward to Sept 2017 i receive an enforcement agency letter for x2 fines of £278 each.for dec 2016 when we went to hospital. The agency were very helpful. Apparently the fines were from tfl not autopay and despite autopay being in the same building and having my details tfl did not contact them, they use dvla who supposedly gave them my old address despite me having new address on driving license for 2 years at this point. So the year delay was as couldnt find me??! So they accepted that was not my mistake and had gone to court without me, were very helpful.

Autopay were very rude this time, it was like de ja vue, i had exactly same conversation and was asked same questions as in previous year, but this time this lady claimed i did not receive an email from them saying autopay re instated, i never called and my conversations never took place. So i sent her evidence from bank payment taken and said if i paid on the customer line how can you say i never paid, i also sent her email from them that they themselves dont have. She was very aggressive and rude. I then called tfl who were much easier to deal with, they told me how to appeal and that if success could pay original fines or argue them as a first argument. They suspended things and i had to get appeal papers and sign them at local court and send them all in. I did all this in the required time. I had one response which asked me a question which was clearly answered in the appeal so i called to point this out.

Last week i have received the identical x2 fines again!!! Help pleeease?? I cannot do this again. They must be kidding me. Where have they been all this time. I thought i had won my case. I am a single parent with two ill children. £400 fines for a failed autopay. I have shown them i am honest and have paid for 4 years. The one time i got fined i paid straight away and didnt even argue. They can see this. Also my kids went to hospital. Wheres the humanity. I have appealed in time and yet they wait a year to re send fines. Someone help me please i just burst into tears when i got these.Its not even a computer error as it says from nov 2017. So they have possibly entered something at their end in Nov last year? But not let me know? I would have argued all the way as i did nothing wrong. This is terrible. I have read on line that councils have to issue things in 56 days or can be overturned. Is there anything like this for tfl? Or how do i further last years appeal. These tickets are now for £195 each. I just dont understand what they are doing.These ones say i was given £130 fines and 28 days to pay but didnt so now they are £195. But last years fines were for £278 each. And 28 days ended 11 months ago and i officially appealed. Autopay is supposed to ease the stress but has caused me to be ill last year and now again. Londoners are being ripped off. Please help?
