Parking fine (Parking Eye) Seel Street.

Hello, I recieved a parking fine which I appealed and has been rejected I really need some help on this matter.

Basically, the way it went is there is usually a parking attendant so you pay the guy and then go about your business and after 6pm you pay at the machine. On the day I used the car park it was before 6pm and on this day there was no attendant present so I was a little bemused and decided to pay at the machine. I purchased two tickets for over 2 hours of parking. I still have one of the tickets not quite sure what happened to the other one as didn't think much of it at the time as I'd paid for parking. Few days later a parking fine arrived.

Problem for me is I paid my time at the machine and as there were multiple vehicles in the car park I believed paying at the machine was the appropriate thing to do. Parking Eye have rejected the initial appeal, unfortunately I had not sent them my proof as couldn't locate it. Do you think I can appeal this with POPLA? It really has made me quite stressed. I just want it off my back.

Everyone is politely asked to read up on this in the newbies FAQ thread near the top of the forum before starting a new thread

Go there now to get an understanding of the game you are now caught up in

Yes. Your next step is popla

Covered in #3 of the FAQ

If you have inadvertently used your real name as your forum name then ask MSE to change it to something completely anonymous

The ppcs monitor this forum and can use posts in your thread against you

Parking Eye have rejected the initial appeal,

On what grounds? If they say that you did not pay they are calling tou a liar. If this got to court who is a judge most likely to believe, a well known scammer or your good-self.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

Parking Eye, CPM, Smart, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week, hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers. It has even been suggested that some of these companies have links with organised crime.

Watch the video of the Second Reading and committee stage in the House of Commons recently. MPs have a very low opinion of this industry.

and complain in the most robust terms to your MP. With a fair wind they will be out of business by in the not too distant future..

    This is far too optimistic

OP you are dealing with the most litigious of the Ppcs.

Don't miss any deadlines for dealing with this thinking there will be no need as it is highly unlikely this will come to pass during the time you are being pursued

(Were it a likely development to help you then this forum would be redundant and you would be advised about it in bold type!)

if you do a forum search for 'seel street' then you will find a few threads on this

HOW TO USE THE FORUM SEARCH FUNCTION:

Use the Forum Jump button (one near the top and one near the bottom of this page) to get back to the forum thread list. Just above the threads, on the right, is a heading along a line, next to forum tools, called 'Search this Forum'. Put your key word(s) in and change the default search from 'Show Threads' to 'Show Posts'.

that should .... as well as reading the newbie thread see you right ...

Because this won't happen in months!

A newbie could easily be swayed by your optimism to think it's ok to keep ignoring?

No reflection on your optimism! (Though up till last week you were telling newbies that they should complain to their MP and get the PPC closed down by Christmas!!)
  • Thanks for your replies.

Just trying to do my appeal on the popla website and I keep getting this error message.

A third party has been registered and no signed authority has been uploaded

Could anyone please tell me what the hell they are on about. I have uploaded a picture of my parking ticket in the additional information part. I am unable to get onto the next step without this disappearing. I have searched the internet and can't find any results on the matter.

    Thank you.

It means you ticked the wrong box. You have ticked YES to 'are you appealing on behalf of someone else?'

NO-ONE in their right mind ticks that. I've done hundreds of POPLA appeals for strangers and have NEVER ticked that box or out my name to it. The appeal should simply be done in the name of the appellant named on the rejection letter, and no on behalf of someone with a third party name.

Do not talk about 'MY parking ticket'! Or have you already blabbed about who was driving?

Also please don't randomly upload things. We upload NOTHING except the PDF appeal itself, with ALL images embedded in that.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
