    That would appear to be a matter between him and the freeholder. In what way would the work be to your detriment?

    He might be arranging to buy this common area from the freeholder - if so, and assuming it doesn't stop you having access to your flat, then I doubt there will be anything you can do. The neighbour will need at a minimum building regulations sign off.
  • Does your lease state that you have right of access over the "common area" you are talking about? If so, the person wanting to build would have to legally get your agreement to waive your rights and rewrite your lease etc etc.
  • There is no permitted development on flats. All modifications need planning
