NCP parking CPN without ticket on windscreen

Apologies if this has been addressed somewhere. Please direct me to it.
My wife has received 2 letters from pat debt collectors saying that the outstanding fine has been passed over from the NCP to them due to non payment. This came as a shock as we did not get any stickers on the screen nor any letters in the post prior to this.
One is a PCN starting with LU. My wife contacted the DRP and said we never received any ticket on the screen for us to know any fine was pending. We also then checked on the NCP PCN check and it shows her car coming in and going out. We have her bank statement showing she has paid NCP car park in the Tube station car parking on the day 5 minutes after she parked her car.
While she has filled the appeal section on the NCP website I am not sure if this helps as the ticket is for 2 months ago.
we were already worried and irritated by this one when we got another such letter from a different debt recovery firm! Again for a different NCP car park from our area in Barnet and again we have our bank statement showing we have paid for this parking as well.
Please advise.

the whole process is covered in the NEWBIES FAQ sticky thread near the top of this forum, third thread down, not far from the NEW THREAD button you clicked on
and if this is a train station then bylaws apply so read up on that aspect by reading about INDIGO and APCOA train station threads too
penalty notices are different to parking charge notices (but have the same initials , just to confuse the general public) , neither of them are "fines" , you made that part up- NCP have no legal authority to "fine" anyone and are "banned" from saying so
if the location is NOT a train station, then the usual caveats apply as it will be a private parking charge notice
DO NOT phone people like DRPL, phoning never gets people anywhere, you need a paper trail , in writing, like Judge Rinder tells people (where is the written evidence ? , lol)0 -
The recipient of the letters should be using the template appeal in the NEWBIES thread and not giving away who parked. These are beatable at POPLA if NCP send a POPLA code, but FAR harder if someone has blabbed about who was driving in a rushed appeal!
So stop filling out appeals pages without researching what NOT to tick ('driver')!
Are you saying you have had TWO different cases where NCP have failed to send out any Notice to Keeper/PCN at all? Is you car still registered against an old address, is the V5C wrong?
Is your address one where post often goes missing? Seems like too much of a coincidence and worth a separate Subject Access Request to NCP's Data Protection Officer using the email on their Privacy page, asking for a copy of all letters and all images taken.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I agree its very strange. We have never had any problems with the post.
For one of the PCNs when I put in the LUxxxxx no in the penalty pay/ appeal page it shows 2 pictures of the driver going in and coming out of the car park 8 hrs apart but no picture with than PCN on windscreen. I have also taken the authorisation code from the CC company that we paid at NCP T&W tube station carpark 3 minutes after seen driving into the car park. We parked on 1/8/2018 and the demand letter is dated 25th October.
The other ticket is ZUxxxx and the letter is from a debt recovery firm called TRACE debt recovery firm for parking on 3rd sept and the letter is issued 1st November. the NCP webpage pcn.ncp.co.uk doesn't even recognise this PCN number. When I emailed NCP ( appeals@NCP...) via resolver just got an email saying its too late to appeal and I need to contact the deb recovery firm.
Not sure what to do now.

Thanks for the reply. I went down the NEWBIES thread and found the templates for the letter but it seems to go via POPLA I needed to get the code from NCP. NCP say I have missed the deadline of 28 days.
For the first PCN when I looked it up on the appeals page it says contravention date 01/08/2018, issue date 09/08/2018. This would mean they actually didn't put the screen PCN?
We never received the PCN in the post and the first communication was the debt recovery letter. Can we not appeal ( not sure to who?) on the basis that:
1. The first communication was beyond 56 days ( dated 25th October)
2. Payment was made to NCP as per transaction code from the bank.

my wife and I both use that car park ( for different cars) but on that day only her car was in the car park. she had emailed ZZPS to say she has appealed to NCP but got a reply saying they will take it further as it is beyond the 28 days0

ok , to put this simply , did you use the wrong car on the app , sis you pay for your car instead of hers , does the bank statement state vrn?0

too late to appeal, as they said
check that both log books (V5C) have the correct name and address on them and contact the DVLA to get them corrected if the details are incorrect
send NCP an SAR for any info on you and your wife, to get full documentation including any NTK,s that were sent out, pictures of signs , landowner contracts etc0 -

Both times her car.
First time paid by contactless on the carpark machine. I will write to dataprotection@ncp.co.uk for information and pictures and NTK.
Second time paid by app as far as we can remember. definitely on the CC statement. Not sure how to check what was the car registration for the transactions? Its not on the credit card statement and the CC team says not possible.
If that information is not available then does it mean we should pay:(

definitely use GDPR to get all info and evidence you need
I have no idea how you cross check the transactions when these cards are being used
my point, which I will reiterate as you have nmot addressed it yet, is to check both V5C log books and ensure that the correct name and address are listed for the keeper of each vehicle
why ? because I and others are concerned at the missing paperwork and NCP using TRACE to track you both down
ie:- discover the reason for the missing paperwork
you only have to pay if a judge says so, not before (I have been coming here for 6 years and have never seen anyone being advised to pay without a court order saying so) - BEAVIS lost in court and so he paid0
