Your suggestion of charging them is legal nonsense and they will recognise it as such. It will mark you as a potentially soft target so don't do it.

No.On a side note I was wondering how effective responding with an appeal and finishing of with a fee schedule stating for any further correspondence required by keeper £100 is payable to keeper or something to that effect as they seem to think that just by putting someone on notice with their signage they can claim money or enter into a contract, play them at their own game?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
