Notice to keeper sent after 67 days without windscreen ticket

Hi All,

I was wondering if anyone could shed some light on my particular set of circumstances.

So vehicle was caught on ANPR in a business park which isn't a pay and display - just a row of bays infront of the different units. Apparently on the day of the alleged contravention keep clear lines were painted and ANPR system went live.
There was no clear signage about the new parking enforcement.
I know it may sound silly but as previously had parked there to go into the mobile phone repair shop to drop off phone with no issue, the keep clear lines were not noticed.
No window ticket was issued and I have just received a notice to keeper 67 days after the contravention date from Parking Control. I have read here that after 57 days the keeper liability is lost - so on this point alone can one respond accordingly?

Should I just use the standard template letter - (btw - they do not accept telephone or email appeals) or concede that keep clear lines with large keep clear writing on the ground is just down to driver negligence?

Any advise would be greatly appreciated.

    Throughout here you are advised never to reveal who was driving

    Who? Which PPC is this, as Quentin asked? There is no PPC called that.

    There is a debt collector called PCS but the letter will tell you who their CLIENT is, so who is the parking firm?

    Editing a post is apparently more difficult when using a mobile telephone.

    Just tell us who the parking firm is - please. Fairly simple request. No need for editing gymnastics.

  • They are called Parking control which is a trading style of Hounslow enforcement Ltd. They are IPC accredited.

    Ignore them then, and respond only to a LBCCC or claim.

    As registered keeper you are not liable and there is no appeal to an IPC firm that works. However they are so beatable if they try a small claim, not that I think the PADI website list will show them as big on litigation!

  • Another point to note is that the total amount being asked for is £100 with the 14 day "discounted" rate being £65 - I read somewhere that the reduced rate should be at least 40% lower, does this have any bearing?

    Depends whether the IPC CoP calls for a mandatory 40% discount - check the CoP.

    So if I ignore it what are the chances of them following up with a LBCCC or claim.

    On a side note I was wondering how effective responding with an appeal and finishing of with a fee schedule stating for any further correspondence required by keeper £100 is payable to keeper or something to that effect as they seem to think that just by putting someone on notice with their signage they can claim money or enter into a contract, play them at their own game?
