UKPC PCN - Apartment parking

Hi,

I was issued a PCN from UKPC for not displaying parking permit in my friends apartment. I saw in many forums that UKPC cannot contact the registered keeper since they were banned by DVLA to access the keeper information. Is it still true? Would they be able to pursue my case further if I just ignore. Advice would be much appreciated with any recent experience.

Also, I would appreciate any advice on appealing on this case, since I'm deliberating between appealing to them stating that the signage was not clearly visible since they have put up the signs only on the apartment's front garden fence which is on a lower height and couldn't be seen once you have parked and gotten out from the driver side.

Or to appeal stating the parking permit (my fiends) has fallen off the dashboard into the floor carpet. Can I appeal with the photograph of the permit from my friend.

Any advice would be hugely appreciated and I have gone through the newbie thread but still confused.

    Were you parked in a space that is a dedicated one for your friend's apartment? If not, how does the permit parking actually work?

    No, it is no longer true.

    They were banned for a month or so earlier this year.
    What date was your alleged parking incident?
  • The space is not dedicated to anyone and it is also not numbered, however its permit holders only and there isn't any visitor parking for the apartment..

    UKPC were banned in April/May time, so you can't rely on that.
  • Any advice help on the appeal would be hugely appreciated... i.e. should I challenge that the signage was not visible enough or should I say the permit fell off?

    Why not just send the already written for you blue text template appeal from post #1 of the NEWBIES FAQ sticky thread?

    Send it unchanged - no additions or alterations necessary.

    Send it as the keeper.


    When to send it depends on the answer to Umkomaas's question. ;)

    The NEWBIES post 1 tells you when to send it, and why you should send it at the time suggested.
    You must do your homework and read the NEWBIES, not keep asking questions that are already answered.

    At a rate of about a hundred queries a day, the handful of volunteers here simply don't have time to answer every question asked, especially when 99% of the most common questions are already answered on this forum, and most of them in the NEWBIES.
