I recently received a NTK from the above company, it says £60 if paid within 14 days, but you have 21 days to appeal. In the newbie thread it says to appeal in 3 weeks for this IPC company, so if I only appeal after 3 weeks, the fine will be more than £60 by the time of the appeal? or is it ok to appeal also before the 14 days passed?
It sounds like you are wanting to pay them?
The reason for delaying the appeal is to deflect them from accessing your data from the DVLA, without which they cannot hold the RK liable (Protection of Freedoms Act 2012 Schedule 4).
You'll have to probably convince a Judge much later in the process because initial appeals don't return cancellations from the PPC (whether IPC or BPA operator) and with IPC operators, the second stage appeal to the IAS doesn't work either.
If you're wanting to pay nothing you take your chance by digging in for the long run (up 6 years - there are thousands doing so, don't be intimidated by that timescale).

I have just noticed that the NTK was issued 1 day after the alleged contravention occoured, and that's in addition to the parking ticket served on windscreen.
Am I right to assume that it invalidates the PCN as:
'(Where a notice to driver (parking ticket) has been served) Not earlier than 28 days after, nor more than 56 days after, the service of that notice to driver'0 -

Am I right to assume that it invalidates the PCN as schedule 4 of paragraph 9 of POFA requires the NTK to be issued:
