Horizon parking ticket issued - Need helping hands

Hi,
I have gone through the NEWBIES stickies here regarding parking fines and gone through other threads but could not trace any recent thread on Horizon parking notices.
Scenario : My friend took my car to one of the Sainsburys in a city shopping complex where parking was controlled and monitored by Horizon. The maximum stay allowed was for 3 hours and it was exceeded by approximately 20 minutes. Later within two weeks, I received a PCN by post asking me to pay £70 or an early payment of £40.
Car was parked 3 hours and 20 minutes but as I mentioned earlier, the driver was not the keeper of the car.
Multiple mails are sent to Sainsburys asking to cancel it but since there is no bank statement or receipt of the made purchase, they are helpless as informed by them.
Now that an appeal is to be filed, but there are boards and hoardings even in the entrance and other places that the maximum stay is 3 hours but not mentioning what happens if it exceeds.
Is it mandatorily required to prove that I was away at the time the car was parked? .... as Newbies thread says "You can CAREFULLY" but does not say that this is mandatory.
Please let me know how to move forward from here, I am framing my reply and have query in the below wordings
“Since your PCN is a vague template, I require all photos taken, a clear image of the signage and an explanation of the allegation”
In my case, there are clear image of my car in the PCN – going In and Out of the parking lot, but not the image of the signage but an explanation that exceeded the maximum stay hours. As obvious they used ANPR. What else can I add as a defence? There is no VRN or payment ticket booth
“I will be making a formal complaint about your predatory conduct to your client landowner and to my MP”
Shouldn’t I be asking who the land belongs to before putting this point up? Not sure if they reply at all even if I do that!
Please clarify and I will draft a copy before I put it through to Horizon for an appeal.
Thanks in advance,
Kr

I'm very new to this - Just currently in a similar predicament to yourself! I'm sure one of the seasoned regulars will soon comment but the first thing you need to do is edit your post and remove any reference to 'me' 'I' etc. As apparently PPCs patrol these forums!
Also did you happen to pay for your purchase in the supermarket by card? If so could you provide a copy of your bank statement and ask them to call the dogs off? Just a thought0 -
hi, and welcome ...
your first port of call is to complain to the manager ... again ...and let him/her know you will be complaining to head office as well ... searching the forum should bring up the CEO email ..
"I have contacted Sainsburys asking to cancel it but since I did not retain the receipt of the made purchase, they are helpless as informed by them."
bank statements, even past ones? nectar card?
next read the newbies thread ...
https://forums.moneysavingexpert.com/discussion/4816822/newbies-private-parking-ticket-old-or-new-read-these-faqs-first-thankyou
and forum search ' grace periods'
the only appeal to a PPC is the template one found in the newbies thread ..
all other points are made at POPLA

Jeypee, welcome.
Why not just send the already written blue text appeal you will find in post #1 of the NEWBIES FAQ sticky thread?
Send it unchanged - no additions or alterations necessary.
Send it as the keeper.
And as Ralph says... complain again to Sainsburys.0 -
Sainsburys contract with Horizon, so simply go in and see the Manager first. If he/she is useless, send an email complaint to the CEO.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Tell them you are a shareholder and will be raising the matter at their next AGM, (and complain to your MP).
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed in the house as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week, hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an
M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently

and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas. You never know how far you can go until you go too far.0 -
