The whole purpose of them is to assist in traffic flow by stopping the junction becoming blocked. You were caught, you pay the fine, you learn your lesson.

So he did have an exit when he entered the junction but it closed up while he was crossing the box (it is a very large box.) So he had to pay up. Basically in London, if you get caught in a box junction for whatever reason, however valid, you have to pay up. There isn't really any appeal. Box junctions and similar traffic "calming" measures are less about traffic control in London than revenue raising devices for local councils.

Although I'd hope that, had they been able to prove it was clear before they entered the box (from a dashcam for example) they'd not have had to pay the fine.
