Partly due to selfish drivers stopping in box junctions.
The whole purpose of them is to assist in traffic flow by stopping the junction becoming blocked. You were caught, you pay the fine, you learn your lesson.0 -

He headed across the box for the space in the lane which he could see, only to watch a car in the adjoining lane pull over to nip into his target space, at which point when the traffic ground to a halt with no where for him to go. By then he was half way across and stranded. The lights opposite were green but the traffic had stopped and he was stuck.
So he did have an exit when he entered the junction but it closed up while he was crossing the box (it is a very large box.) So he had to pay up. Basically in London, if you get caught in a box junction for whatever reason, however valid, you have to pay up. There isn't really any appeal. Box junctions and similar traffic "calming" measures are less about traffic control in London than revenue raising devices for local councils.
Here is a typical West London money box box junction. In this case the lights let through more cars than can clear the junction while they are green. https://www.dailymail.co.uk/news/article-2261734/Moneybox-junction-The-West-London-traffic-light-trap-rakes-2-7m-year.html
Although I'd hope that, had they been able to prove it was clear before they entered the box (from a dashcam for example) they'd not have had to pay the fine.0 -
If you're referring to the ??? above the image then your sarcasm meter is well and truly b0rked to the point of not actually working.
Yes, that's what I was referring to - 3 question marks and an image - a smiley would have worked better Sarcasm is difficult on the internet, no biggie!0
