Modairflow Warm Air Heating

Hey all,
I've recently moved into a new rental, hopefully the last until I buy, and it has a Johnson and Starley 25-32 MK3 air heater.
I can't say I know much about them, other than that it's a good 0 degrees today and within 15 minutes of turning it on the house is earm.
One problem I have is that the doors and windows here are very old, and leak quite a bit of heat. My Modairflow doesn't seem to turn the heater on at any setting less than 7, meaning it's very cold unless I go manually turn the heating back on again by turning the number up to 8. Is this normal? Is my thermostat broken?
One final question, how expensive are these to run? My gas bill last month (with the heating not on) was £20 because it's always heating the hot water tank up. Will having the heater on during evenings push this up much higher? Coming from a combi that only cost around £50 gas and electric in the summer I don't want a huge shock but feel like it's coming!
Thanks all,
Kai

Keep a regular eye on your meter, takefrequesnt meter readings and submit these to your supplier
Hopefully your supplier will then produce frequent statements/bills, but if not, you may need to keep your own spreadsheet of usage/costs.
Consider asking your supplier to install smart meters so that you can more easily keep track of what you are using/spending
(Consult your landlord/agent first - when you are doing that, request some instructions on how to operate your heating system.)0
