Norwich Traffic Control - Website down for the last few days (at least)

Hi People,
As with many of you here I am the keeper of a car that has received a scammy PCN with the driver's circumstances being intentionally misleading signage. As the keeper, I received the first DCBL debt collection letter last week, how cute! But that is not specifically why I am posting on here.
As you have probably gathered from the post title the cute PCN is from NTC (Norwich Traffic Control). In September, when I last went on the website to file the appeal (that was obviously going to be rejected) the website was up, however, I had the urge to check the website again this weekend after receiving the DCBL letter and it is just down! It was down yesterday, and it is down today and has probably been down longer than that.

Do people think they have gone, or are going out of business imminently? Or just redoing the website. I am hoping the former as the Private Parking bill going through parliament at the moment is set to put many of these cowboys out of business.

It is strange. You would think that an active company would want to keep their website up. Especially as their NTK instructs the first appeal should be through their website.
I tried anonymous calling as well and no one picked up.
I am not familiar with what it means to resolve to cloudfare IP address but has a broken DNS. Would love an explanation if you would be so kind!0 -
