You have my sympathies - was putting up some coat hooks yesterday and the flipping plaster and some brick behind crumbled making the hole a) wonky b) too big. Had to end up filling it and moving the location of the hook.Feb 2015 NSD Challenge 8/12JAN NSD 11/16

You need a better drill, better drill bits and a bit of knowledge to complete the taskOne man's folly is another man's wife. Helen Roland (1876 - 1950)0

Have you thought about stick on wall hooks?

I live in a new build and have used these to hang various items on the wall. I have even used them in my shower to hang a shower basket up, which holds bottles of shampoo etc.
You could maybe use more than one if your frame is particularly heavy.
Put the hooks on the wall 24 hours before you put your canvas on so that they stick properly on the wall.0
