That's debatable, and in my opinion probably not worth pursuing.
They have said the driver incurred a parking charge, and by following that with (PCN), they have indicated that their shorthand for parking charge is PCN.
Therefore, by replacing PCN with parking charge, their next sentence could reasonably be expanded to "The driver of the vehicle agreed to pay the parking charge within 28 days of issue yet failed to do so.0 -
