Recently I received a Parking Charge Notice from APCOA Parking (UK) Ltd. The letter is dated 14 days after the event and was recieved 16 days after the alleged violation.
I have had a look at the previous threads and advice for Newbies etc but I am still unsure whether or not to contest this or just pay it and would really appreciate some advice.
The fine relates to an event in which the driver dropped the passenger off at the airport after not having visited the airport for quite some time, the destination being the Drop off point which the driver assumed was still the road in front of the terminals, where you could just drop off your passenger and go. Having reached that area of the airport the 'drop off point' was now cordoned off with bollards and barriers and unaware of any alternative the driver stopped in what they judged was a safe position particularly given the early hours of the morning (see attached Googlemaps, the car was positioned across the Give Way lines) - unaware of any signage or notifications, fines or prohibitions of stopping there etc the passenger got out. The vehicle was stationary for a matter of seconds.
The letter I received is repeated below, first page typed out as it contains personal information and photographs of the vehicle - there are 4 photographs of the vehicle in question the first and second being of the front of the vehicle and the final two a rear view. The first is timestamped 06:54:47, the second 06:54:54 (a zoomed view in which the vehicle appears to have moved) . The third and fourth are both identically timestamped to the exact second 06:55:10 and are from the rear of the vehicle and are not in the same place as the first two pictures as there is clearly a white line visible to the left of the car.
The location of the vehicle is not clear in any of the photos primarily because it was dark at the time and visibility is poor, nor is there any evidence of any parking restrictions
Any assistance or advice on how to deal with this would be gratefully received, thanks in advance.

As we do not know either the name of the driver or their current serviceable address, we request that you either pay the full amount outstanding as noted above; or if you were not the driver of the vehicle at the specified period, provide us with the name of the driver and their current serviceable address and pass this notice onto them. If you have sold the vehicle, please provide us with the details of whom the vehicle was sold to as well as proof of sale. If you are a Hire Company please provide the name and serviceable address for the Hirer along with a statement signed by or on behalf of your firm to the effect that at the material time the vehicle was hired to a named person under a hire agreement, a copy of the hire agreement and a copy of a statement of liability signed by the hirer under that hire agreement, within 28 days of the 'date of this notice' above. A charge of £100 is payable and must be paid before the end of the period of 28 days beginning with the `date of this notice' above. If the charge is paid before the end of the period of 14 days beginning with the `date of this notice', the amount of the charge will be reduced to £ 50. The vehicle keeper data has been obtained from the Driver and Vehicle Licensing Agency (under Regulation 27(1)(e) of the Road Vehicles (Registration and Licensing) Regulations 2002). They have provided the details above as the registered keeper of the vehicle at the date and time of issue of the Parking Charge Notice. If you believe your data has been used/provided inappropriately, you can notify the DVLA by contacting 0300 790 6801.
Collection activity may result in increased charges and APCOA Parking (UK) Ltd may engage third party Debt Collectors or commence legal proceedings for the recovery of the charge together with all associated costs should payment not be made within 28 days of the 'date of this notice'. APCOA Parking (UK) Limited ('APCOA') will use the personal data it collects (including the vehicle registration) to obtain from the DVLA the registered keeper's name and address and to send a Notice to Keeper, any related correspondence and any further notices if this Excess Charge/Parking Charge Notice remains unpaid. You have 28 days to pay this Excess Charge/Parking Charge Notice from the date on which it was issued. After that further action may be taken.
It is in APCOA's legitimate interests to_regulate the parking in this car park. Also, by_parking_here_you .have_ into a contract which includes an agreement to park in accordance with the Terms and Conditions of Parking and you agreed to your information being processed for this purpose as part of that contract. The personal information may be shared with APCOA's payment enforcement contractors and with the 5 person who appointed it to manage the Car Park if relevant. The information will be retained for 6 years following the completion of processing. If you are concerned about how APCOA is using the information, you can contact the Data Protection Officer via xxxxxx or on 0345 301 1151. More information ▪ about your rights concerning the use of personal information is available on our website xxxxxx , 3 or via the Information Commissioner xxxx

Not too sure what stage you are at - too difficult/long to read it all.
If you haven't responded to anything yet, just send the blue text appeal found in post #1 of the NEWBIES FAQ sticky thread.
Send it unchanged - no alterations or additions necessary.
Send it as the keeper.

The stage I am currently at is panic as I have just received the letter this morning and had no idea how to proceed although I have had a read of some of the threads on here but I wasn't sure whether they would apply to this.
Apologies for the lengthy text, the lower half is just a copy of the letter they sent me in it's entirety.
One of my main concerns was the series of four date/time stamped photos they sent me as the first two are just seven seconds apart and don't appear to show a stationary vehicle. The second two are identical to each other including the time to the exact second (10 seconds after the first two) and show the rear of the vehicle in a completely different location to the first two. I am confused because I don't know what the photos are intended to show. If it is a stationary vehicle then they have failed spectacularly.
